Role description

We're looking for a Programme Delivery Director - Technology (Public Sector) to join our team in London, UK in an office and client site working mode. In this role, you will lead the delivery of large-scale digital transformation programmes across the UK public sector. You will be accountable for programme outcomes, client relationships and successful delivery, while building and leading high-performing multidisciplinary teams.

You will combine strategic leadership, strong technical understanding and commercial awareness. Working closely with senior government stakeholders, engineering teams and business leaders, you will shape technology strategies, contribute to major bids and proposals and deliver secure scalable solutions, that create measurable public value.

Responsibilities

  • Lead complex multi-stream technology programmes from initiation through delivery, ensuring alignment with Government Digital Service (GDS) standards and software delivery best practices
  • Drive delivery aspects of major bids, RFIs, RFPs and framework submissions, contributing to winning proposals and client presentations
  • Ensure compliance with UK public sector procurement frameworks, including Crown Commercial Service (CCS), G-Cloud and Digital Outcomes & Specialists (DOS)
  • Oversee cloud transformation programmes, including Azure and AWS migrations, ensuring secure compliant and resilient solutions
  • Build trusted relationships with senior government officials, executive stakeholders and internal leadership teams
  • Manage programme budgets exceeding £10 million, ensuring commercial performance, governance, risk management and supplier oversight
  • Recruit, mentor and develop multidisciplinary teams across engineering, architecture, QA, DevOps, data and Agile delivery
  • Identify programme risks, ensuring compliance relevant government security requirements
  • Drive continuous improvement across programme governance, delivery quality and client satisfaction

Requirements

  • Bachelor's degree (or equivalent experience) in Computer Science, Software Engineering, Information Technology or related discipline
  • Proven experience leading large-scale technology programmes (100+ FTE multi-year) within consulting, systems integration or the public sector
  • Demonstrated success leading or contributing to high-value public sector bids and framework submissions
  • Strong understanding of UK public procurement Service Standards and government governance models
  • Experience managing programme budgets exceeding £10 million
  • Strong knowledge of cloud platforms (Azure and/or AWS) and delivery of large-scale cloud transformation programmes
  • Good understanding of modern software delivery practices, including Infrastructure, CI/CD and DevSecOps principles
  • Familiarity with secure cloud architectures, identity and access management and API-based integrations
  • Experience working with cloud, UK government security standards and data sovereignty requirements
  • Expertise in Agile delivery at scale, using frameworks such as Agile or SAFe
  • Ability to explain complex technical concepts to non-technical stakeholders and support high-quality bid documentation
  • Experience leveraging AI-assisted tools to enhance proposals delivery or operational efficiency
  • Executive presence and ability to influence senior civil servants, directors and C-level stakeholders
  • Excellent written and verbal English, with proven experience producing compelling proposals, tenders and executive communications
  • Skilled in leading geographically distributed, multi-vendor and multidisciplinary teams
  • Strong commercial awareness negotiation and decision-making skills
